You can find it if you search the Slaver Barracks in Paradise Falls (It is on a shelf). Next to it is a holotape labeled "Burn this Goddamn Jumpsuit." In it you hear an unnamed Slaver request that the jumpsuit be destroyed fearing that its former wearer may come back for revenge.

First time I played it was on 360 and I hated the game. Played it again on my PC and It was actually fun.

THEN after beating the game, I had a whole new world of console commands to explore.

There is only one black suit and it is called "Grimy Pre-War Businesswear" 2:02 in the clip. This item is most plentiful in the village of Minefield, multiple houses have this item located inside. It's also added to your Megaton or Tenpenny Tower house when you buy the Love Machine Theme. This is also found in Arefu, along with Pre-War Spring Outfit and Pre-War Parkstroller Outfit.

Advanced Radiation Suit gives you +40 Radiation Resistance.

You can't get it back to 100%, but if you invest in a merchant from Canterbury Commons, most of them can fix any item back to at least 85%.
