As a New Orleans native, and a common citizen of New Orleans at the time of Katrina, I need to say a few things. First off, the military presence was requested by the Mayor of New Orleans, who (if you'll remember) was black. Kinda hard to scream racism there. Next, I'd like to point out that Federal Regulations state that martial law can be called at any point in any disaster. As such, they don't *need* a riot or enemy. All they need is a disaster.
