Yeah, that's actually the intro break from Bill Withers's "Kissin' My Love"... I got confused because Dre used this break in "Let Me Ride" which ALSO used a sample of James Brown's "Funky Drummer". So, that threw me off. But, do a youtube search of The Bill Withers track you'll hear the breakbeat right off from the start. It's pretty UNmistakable.
