ummm noooooo Brocken Spectre is the shine of sunlight giving a ring of colours like a Rainbow. This is Orographic cloud where the warm air is rising up the hill and reaches a point where it cant hold moisture and cools giving a creation of a cloud and in the direction of the wind. it gathers creating a low layered cloud much lower than a stratus almost like fog.

That's a Brocken Spectre. You get it when the sun when you are between the cloud and the sun.
