Two of the split's for the third leg swimmer's matching up with Jones: France 46.63, Sweden 47.25. Both of these guys would have beaten Phelps. Different countries have different philosophies on where to position their best swimmers. Out of the 32 swimmers in the race, Jones was faster than 21, Phelps 23.
