The video doesn't go into where to crease the collar or how to get it looking crisp just like it does when it comes back from the cleaners.

You're not supposed to fold down and iron a crease into a shirt's collar. The whole idea is that the folded over collar should be softly rolled, not creased and flattened.

what does starch do?

Starch does weaken the fabric of the shirt. I just spray with water.
