Yes you do need a microphone. And you could edit the audio of a video in Audacity, but I don't know how you would extract the audio from the video, sorry :/.

@stanleyfrink I can fix: first record your voice with a program, like camstudio or hypercam, then you gonna save it as a .mp3 file, if you have done that, goto audacity, go to file, open and select the .mp3 file, and there you have it :D
