I think your a bit mistaken. Rolo's Geass can work as many times as he wants it to, although, in episode 14 a new hazard is shown to him doing this.

Lelouch's Geass only works once, and for some bizzare reason, his Geass also doesn't work on Rolo anymore. Probably because of how Lelouch tried to Geass him with a gun pointed to his head and Rolo flipped the situation.
