Totem Call > Flame Shock > Lava Burst > Nature's Swiftness + Elemental Mastery macro > Chain Lightning

If you got the gear your enemy should be almost dead after that. Maybe a few more lightning bolts.

If you were playing Elemental you would never use Elemental Mastery -> Chain Lightning..Restoration is a difficult spec to play in arena, you're a very viable switch target and you need to completely turret your heals. If you can't fakecast, watch enemy casts and know what and when to shock then you may aswell have brought a holy paladin and facerolled with 10k holy shocks.
