look I had this prob too...

1st.try makins shure u have the server made on your OTHER IP ADDRESS go to start>type in search box:"cmd.exe">a black box shuld appear type in "ipconfig"go up and find "ethernet adpater Local Area Connection" and under that find "deafult gateway" and beside to the right iz the IP u MUST type in (plus port) to connect to ur server...OF COURSE AFTER ALL DAT U MUST COMPILE UR SERVER LIKE U DID...THE BLACK BOX IN UR SERVER FOLDER...

you need to go into ur server folder where everything like gamemodes, filescripts and stuff is and go to samp-server then launch that then click announce and it should connect
