Clottey is a very tough fighter who beat Judah and Corrales and lost to Margarito by decision and Baldomir by disqualification (he was winning on the score cards)

Cottos last few fights have been against top Welterweights and were very close fights (except for his comeback fight against Jennings). Where as Pacquiaos last few fights where big fights against bigger fighters, but one fight he was in against a weight drained DLH and a fighter who didn't use any type of gameplan and jumped in with his hands down which was Hatton.
