@Scarecrow545 Yes, he's from the plane mission (Same voice actor as Major Petrov, who was the Spetsnaz announcer in MW2, similiar to how Gaz/Ghost/Wallcroft are all voiced by the same person.) Kamarov, however, was indeed the Spetsnaz announcer in CoD4.
