Holden did away with leaf springs in their sedans in 1971, all of them, not just the sports models. Actually, I beg to differ... As per the legislation (NSW), it's a road related area, which is open to members of the public. Therefore, Police are within their right to take action against him for driving related matters.

If for example this was public property, I am sure there would be legislation there the EPA could take action with.
