In addition to the clear Islaamic prohibition (haram) of worshipping others besides Allaah and building shrines above graves, just think about this issue:
- People who pray to / dua to the dead are asking those who died centuries ago!
- How can dead people respond to your calls?! - THEY CANNOT RESPOND TO PRAYER / INVOKING / DUA - Only Allaah can.
As Muslims - We call upon / invoke / dua to Allaah, alone - Allaah lives forever and He alone hears all the supplications/ duas and He alone answers
Shirk (associating partners with Allaah / polytheism) is the worst sin in Islaam. If a person dies upon Shirk then he is NOT forgiven. But Allaah may forgive the sins lesser than Shirk.
QUR'AAN - Verily, Allâh forgives not that partners should be set up with him in worship, but He forgives except that (anything else) to whom He pleases, and whoever sets up partners with Allâh in worship, he has indeed invented a tremendous sin. (An-Nisa 4:48)

HADITH -The Prophet said: "Whosoever dies whilst making du’aa (invocation, supplication) to others besides Allaah, will enter the HellFire." [Related by al-Bukhaaree (no. 4297), from Ibn Mas’ood]
At shrines like this one in Karachi, Pakistan, people go there and worship the dead
