    So Cathy is concerned that "this administration has a $787 Billion dollar slush fund" and has wasted this.

    Cathy, why was this necessary? Who was in charge? Why didn't you pay as you went? Why do you blame this on the current regime when you all were in charge for EIGHT YEARS!?
