What the controller should have done was not to ask questions because the china man thinks thats a command (Air china 981 have you been cleared into the gate). The controller should have said hold short and then cleared him. There would be less confusion and the whold process would go quicker.

Well, the pilot does speak very bad english, but I wouldn't consider the phraseology of the ATC very good either. "Have you been cleared to the ramp?" If the ATC knows that the pilot has a low level of english understandning, why use the phrase "cleared to the ramp"? What we learn in Europe in the BASIC course of ATC training is proper phraseology. Americans have a tendency to not use proper phraseology and just say whatever they want. I'm sure alot of mishaps could be avoided if they wouldn't.
