Nope China/Japan are fully developed and pioneered a lot of things, as did the Arabs (they gave us Aristotle in the middle ages, among many other things). The white european thing had the nicest climate & therefore the most food, so they had more time to study & innovate. Any race would probably have done the same in such conditions.
