If you played the game with Comments ON u can hear that Ellen was actually able to change the tone of her voice in a "robot" manner(kinda hard to explain...maybe when she "jumps" to another word in a different pitch??)...the only thing they added is the Robotic Effects

Black Mesa and Aparture are rival companies, they both rush their achievements to top each other in order to get more government funding.

Your character is an Aparture test person, I don't think Black Mesa would offer her a job.

Reading other replies, I'm guessing it has something to do with the rivalry between Black Mesa and Aperture Science. My personal take on it, for anyone who has played the HL Series, think about it: Black Mesa doesn't even help their own (bossman vs gordon?) Just my opinion.

if you read the dev comments on level 18 they explain it a little. From memory, they ran a text to speak program, then got someone to immitate the voice over the top while playing with transpose/pitch/etc.

Usually that effect is accomplished by using an autotune type pitch correction setting and then really slowing down the tracking time to the point of glitchiness.
