Check their bio or the Portishead wikipedia entry. Tricky and Portishead are from the same town in England (Bristol) and along with Massive Attack they all contributed to the development of Trip Hop. Portishead is the shit and if you like Tricky you should listen to them.

She's not actually saying anything, it's improvised sounds that she's singing, a bit like scat (which is improvised jazz singing). Alison said in an interview that when this was recorded, Tricky just left her alone in his living room while he went out to buy chips and when he came back, this was the result.
