I don't like how Chomsky frames a lot of issues, but he's an excellent writer (hardly the same thing could be said of Ms. Rand, who apparently felt that selfishness required an advocate) and hardly a communist (I'd know - I'm a Trotskyist myself). North Korea doesn't even have conventional missle capability that could reach Europe, let alone Nuclear. U.N inspectors have already determined that Iran has no Nuclear weopons, and is not developing any. North Korea even blew up its Plutonium Reactor(Yongbyon) last year.

There is no nuclear threat to Europe from terrorists. The only non-European Nuclear power anywhere near Europe is Russia, which is where the system is targeting.

2) nobody said it shoots first, what would it shoot at? It puts the owner in a position where it can employ a First Strike with the knowledge that any Retaliatory Strike will be successfully deterred. Defensive just as you said.
