Of course he's on steroids it's impossible to be that big and that strong without steroids, but then again most professional athletes are taking some form of steroids. It still takes a lot of hard work and dedication no matter what you take. If you take roids and sit at home you won't get any results. The thing is with steroids you get way better results and way faster than if you were natural.
