Well, if it launched today it would be well above average, but it wont be out for quite some time. Intel buying out the company (and somewhat merging them with the Larrabee dev team) made progress even slower than when it was just a couple of guys working on it.
A delay as a result of limiting the games release with Larrabee isn't going to hurt the games graphics, it's not like graphics are moving forward at a fast rate these days.
Most games today, the average you spoke of, are cross platform and hence console hardware limited. Project Offset is being designed for a future PC GPU, so the graphics should still impress despite its late release.
I agree about the console hardware limitation, and maybe your right about the grapics, but one things for sure: a few years ago, the demo was completely mind blowing, now its "just" highly impressive.
Effects like this are why i built a $2,000 computer. *drool*

This game looked incredible when i saw the demo's years ago, but its taken so long to launch that it will be merely average when it does.
