For Some crimes the cop can write a ticket for the violation BUT you need to PROVIDE a positive ID, usually state ID of some kind. Other wise the cop take you to jail until some one will swear to your id and risk jail if they lie. Or you are held until a judge will let your ass out of jail

First of all no one knows why this guy was arrested because the "awesome" camera man decided to only tape after the fact. So for anyone to assume would be stupid.
