Maybe Ray Liotta didn't want to do it. Maybe R* didn't want to pay enough. There are a million reasons. Liotta is actually doing 6 2011 movies, so that might be why. Look at the first trailers of the game. In the first vice city trailer, Tommy V uses a machine gun and drives a blue sports car. In GTAV the "Old-Tommy-look alike" uses a silenced machine gun, and drives a blue sports car.
I really think it's Tommy. We'll know soon enough.

If Tommy Vercetti is in GTA 5 its should not be as a playable character. My reason being is that he can be like what Toni was in III but instead play a larger role than him. This would make a new character come and see what Tommy did during the events of Vice city and 5
