I would be happy to sit and talk with the creator of this video, and share so much that i witnessed in there. I heard they've turned around. I was there when that building in the back was used to get high in there, but they lived in there, most of the getting high was in the woods, yard, and bathrooms.;..i could write a book

  • Thats not fair actually there was a pilot program a few yeas back to arm them but it was scrapped by Mayor Guilliani when he was trying to save a buck...right now the city is laying the ground work to give them back firearms as they must go through the same application process as an NYPD officer since the start of 2000 including a psychological exam and physical.

  • I personally think that the reasons Corrections officers can't carry guns applies here. The shelters are a lot like prisons in every way, intentionally so. The close proximity makes it likely that there will be more abuse, or a loose gun incident. IMHO

  • DHS police officers are defined under the special officer job title series withn NYC. They are one of the hardest working groups out there and they do it un armed.

  • The thing about DHS POlice is the city under did get rid of them a few years back and it turned out to be a horrible mistake crime in the shelters sky rocketed they are a needed force to protect the shelter system. the city used security gaurds thiking it would be cheaper but what they didnt realize is gaurds arent cops and just stood there or ran away when crimes happned in the shelters so DHS police was brought back they are actually the closest of all the special officers to getting guns

  • Thats not fair they do provide security as was proven when the city disbanded them in the 1990's and crime skyrocketed. Originally they where part of the HRA police force before HRA was disbanded and crime skyrocketed. THey are a good group of guys

  • They are working to improve standards a bit but they are very professional out of all the " special officer" job titles under NYC civil service jurisdiction

  • My problem was that during the security scan search they laid out all the people's property for all to see (including the just released cons). And then refuse to make a report when (surprise, surprise) the stuff is stolen (cell phones, wallets, keys, etc.)

  • Actually, that was a play on the name of the center when I posted this. However, now it appears that some parts of this place are exclusively for gay homeless men and gay DHS police. This hasn't been verified. FYI- the straight residents call it anything but the "Gay" shelter. They prefer to call it Ward's Island and the particular building names- Keener, Clark-Thomas, and Shwartz.

  • Those arent NYC police officers those are police officers of the NYC department of Homeless services a separate agency...they arent full fleged police officers they are called peace officers under NYS law they dont even carry guns.

  • I make that point in the video. They are definitely not NYPD by any stretch of the imagination. They lack a functioning Internal Affairs Unit. However, are you sure that they are peace officers? Their uniforms clearly state "POLICE". They would be guilty of impersonating police if they truly are not police. But that's clearly a decision made from the top of the agency (perhaps years ago) and not the individuals.

  • No They do not have an internal affairs per se they are investigated by the NYC department of investigation in that aspect. They are allowed to use the word police as it stands from an memorandum of understanding between that agency and the NYC police department and the fact they have arrest powers both on and off duty, believe it or not many agencies use the word police in their names when they are not actually full police officers, it really hasnt been a problem over the years.

  • As long at the agency has arrest powers granted by the NYS penal law or given "special patrolman " status by the NYPD they can use the word police.

  • Not really the training is different in some aspects and some agencies though peace officers send their cops through a full police academy. but all in all when it comes down to training on the penal law aspect of things and such it is all the same.

  • some agencies who are peace officers have detectives it quite normal and some peace officers have full police powers when doing certain activites but bottom line the only real difference between peace and police officers is one can apply for a warrant and the other cannot and also there are slightly differing rules regauring probably cause and such.

  • I'll have to check this out. It sounds very plausible with a memorandum of understanding. I could see that happening. The last time I checked the statute it was pretty clear about dividing police from peace officers but my focus was on the automatic status given to off-duty federal officers. You can see the careful delineation with Corrections, CUNY security, MTA Collections, and Fireman, all peace officers who clearly are not police (and many carry guns on duty).

  • Fireman are actually peace officers under NYS law the thing is with them its a grey area but the reason they have peace officer status is to have the power to write summonses and fire code violation write ups

  • They also have a serious quasi-military structure going on and they tend to act in their peace officer status under command of a lieutenant. Occasionally some problems, but kinda rare with them.

  • The DOI is a serious investigation agency for the entire city- including NYPD Internal Affairs... But I meant that they have no complaint structure set up within DHSPD to quickly nip problem officers in the bud.

  • each agency has its own rank structure and way of doing things some have detectives some do not some allow officers to carry guns and some do not. Mind you MTA revenue collections are not police officers or peace officers they are armed security gaurds granted weapon permits by NYC

It could cost you your life- and according to several homeless people and a newspaper or two, deaths have happened aroound these Volunteers of America shelters.

  • As the lawyer above, to be fair, I wasn't aware of any newspaper articles indicating that deaths had happened around these VOA shelters. Also, none of interviewees specifically said they were thrown out into the cold and beaten up (although they alleged abuse). But from the evasive and defensive behavior of the DHS officers, I wouldn't count anything out. And the real shame is the Director didn't even come out to discuss the issues like a true professional.

  • If nothing else it lends credibility to the brutality alleged by the residents (to be posted soon). Let's keep in mind that these "police" acted without checking the bona fides of an identified attorney with a cameraman asking for the director by name. In each and every NYC shelter is a directive listing homeless advocates who can enter at any time without notice or escort or hinderance. These "police" clearly are in violation of that directive.

  • I was the cameraman, and we weren't trespassing. In my back pocket I had a paper from DHS, the owners of the property, allowing me entry. Also, it is not trespassing to go to the entry of a building and ask to speak to someone in charge or ring the bell. What makes these "police" think that they can assault and batter people, perform illegal evictions (like the one witnessed above), and perform other illegal acts? Mind you, these are the police you get if you call 911 from this location.

If there is a problem with the facility then they should be clearer about their charges instead of vague/unsubstantiated accusations. Imagine him showing at your house to film some baseless claims?

  • This is from nameless and faceless person -- most likely a DHS officer who doesn't know the technical definition of assault, which underscores his ignorance. I wasn't 'trespassing' (look up the definition in Black's Law Dictionary). Finally, I tried to be clear of the charges by requesting to speak to the Director but I was bumrushed by those shameless cops too cowardly to even show their faces on video. It's clear that ITMGR72 is clueless.
