DURRRRRRRR Cars arrant dependent on have a license in your wallet to move, durr. NOr is it illegal unless its a prolonged time if you lose it to drive without it. I have been driving like this for the past 10 years. Bottom line, you don't have to have to have your driver's license to drive as long as you do have on and left it at home or lost it.

If someone figures out your PIN, they can use your card. The fact it is your driver's card means nothing. The person with your card and PIN have till you get it reported lost/stolen to use it. Just like any credit card.

The government is not related to the accounts. The bank simply uses the gov't issued ID to identify the client, just as many companies as for your SSN as a unique identify. The discount is an incentive from merchants to reduce the MASSIVE amount they pay daily for credit card transactions, typically 2-3% of sales.

The banks already have your SSN, address, credit history, and license. The only difference from a standard debit card is making it unnecessary to keep a separate card. It also has your picture on it, which reduces the possibility of fraud, and eliminates that "can I see some ID" question.
