The N64 being CD based would not have improved graphics. Nearly everyone was just using the CD for cutscenes and music. Media has to do with data, not how capable the hardware is.
This is only slightly better looking then N64. No offense to anyone who worked on the project, but If you look at their E3 1995 presentation, and then look at this you'd SCREAM bait and switch. At E3 95 they were showing stuff that looked closer to Dreamcast quality.
Again no offense, I'm sure a lot of developers dreams were dashed.
@ChrisKemila Being a huge racing nut I can tell it you that it is well beyond the N64 visually, and in terms of physics. There is clearly an attempt at realistic vehicle dynamics here. Secondly, they attempted to model Laguna Seca, and compare that to any of the tracks found in the N64 games. Secondly the car models are on another level.
Awesome video. Clearly superior to what the Saturn, PS1, N64 consoles could ever do, and also slightly better than what PC 3D accelerator cards such as Rendition Verite, 3Dfx VooDoo Graphics and PowerVR PCX1/2 could do. Although certainly not even close to Dreamcast-level. Very nice all round.
Man panasonic would have killed ps1 and 64 with this.

This game looks very smooth, so the framerate must be pretty decent. It's a shame that this console never was released.
