Generally people don't approve of Japanophiles who spout random stereotypical Japanese without full understanding of the language as if it makes them special.

Thanks for explication. But I'm kinda surprised. I've heard "Kawaii ne" i.e. in Japanese dramas being said by people of different genders or ages. And this is why I haven't thought of checking specific circumstances about this phrase before.

English speaking families tend to have English speaking children, but most people in Japan cannot pronounce English or string a sentence together in English. It's not a slur against their character or their intelligence though. Japanese is fundamentally different in structure to most other languages on the planet so it's uniquely hard for the Japanese to learn English.
Of course, us people who speak English as a mother tongue are world famous for our inability to speak foreign languages.
So. People here in America speak several languages that aren't theirs. They probably say the same thing about us! It's like English people learning Spanish; we probably sound funny to them when we talk. So who are you to say that?
Not really, but Japanese start learning english from the 7th grade. Not too many of them are actually FLUENT in english, but they know enough to understand basic words and such.
