America is offering a percentage of military might, the same percentage as canada and all the other nato countries. It just so happens that the fixed percent used seems like so much more from america because america has such a huge buget. 5% of 100 is 20, but 5% of 10,000 is 2000.
It's the UK and France who will reap the spoils of this.
