In fallout 3, if you open someones stuff, as in stealing but you DON'T steal anything, notthing goes wrong. (He doesn't try to kill you)

In fallout new vegas, If you only OPEN someones stuff, does it make it as a hostile act?

I hope it is, because I hate how in fallout 3 notthing happens...

Fallout 3 and Fallout: New Vegas are both kinda like Oblivion (in graphics, character movement, menu, etc.) Skyrim, however, totally improved on just about everything. It almost feels like a different company helped Bethesda make it since it's so much different.
