I think much of it will be overseen by computer programs. If that sounds impossible, the analogy I can think of is what I read about concerning Warner Music and how easily they scanned videos for snippets of copywrited music. I think they simply ran computer programs that could pick up audio patterns that matched existing ones in their music library. Pretty advanced stuff.

Likewise, they could probably have programs they pick up overall "suspicious" social patterns in people's movements.

I think spy communications also is technologically able to pick up certain buzz words in most media and communication outlets, including the telephone, cell phone, etc.
