Yes, its called Black Books, its an english tv series from 2000.. only three seasons, sadly.

The actor is Dylan Moran, he's awesome :)

I've ran into Dylan Moran several times where he lives in Edinburgh, it's hard not to laugh because he's just as much as a moody git in real life as he is in the show. He will growl and glare and mumble various obscienities at you so I don't recomend approaching him!
