In other words, Serj Tankien (the lead singer) was saying that they were starting the song. They were forced to change the name because radio stations didn't want to play a song called suicide (radio stations have bleeped the word suicide before), so they changed it into Chop Suey, which is a clever way of hiding the name (Suey) cide. Hope that clears it up!
