gommash is right, in most jurisdictions they must be Tasered beofre they are issued tasers, its is supposed to make them less "taser happy" since they know what it feels like

HAHA "it doesn't hurt that much" Only pretty much shuts down your muscle function and Fires off half your nerves at the same time.
If you're messed with electricity enough, or the medical equipment for muscle rehab, then you'd know, it can feel like every muscle just "Cramped" up on ya.
it's not the most horrible pain in the word, it's just fast, unexpected, and usually leaves you feeling like you just worked out.
