well I run mine 16hr a day and have the light as close as possible to the plants. Might be a little over kill but it works for me. Try 12 hours and go from there. Also FYI Florescent Lights lose about 30% of there lumens from the time there new till they go out on you.
My guess is your using the wrong color of light for the plants. By the way plants are looking your using about 2700K light. I would try 6500K light and see if that doesn't help.
If thats not the problem then they need more light closer to the plants.
Just a guess, from looking at video and it something to look at... be safe, take care
@MrMadmax478 Thanks for the reply and advice. The bulb is a 6500k light and I can confirm that the color is very "cool." It's pretty bright, too (supposedly 6800 lumens), but I may try positioning the lettuce directly under the light and/or running the lamp longer.
