Although it could be as simple as telling different people to do different things without them being aware of what the consequences would be. For example, there was a scheduled Air Force testing routine taking place the same day that confused some of the traffic controllers. You say coincidence, I say something else.

I see 3 possible scenarios:

Either the terrorists were very 'lucky' to succeed in their plans by hitting at the weakest spot where none was expecting it OR

they'd put people inside the system to let them succeed(fanatics, bride, threats etc.)

The third is that some American company/government ordered it done to profit from it.
