It's the Ravager axe that drops from Herod in Scarlet Monastery that causes Basutei the paladin to spin. Being that he's a paladin he wouldn't have access to Bladestorm even at 80.

He switched to the axe at about 9:19 and you can clearly see him holding Ravager at 9:24 before he switches back to the other weapon he had.

The upload date on this video was when 60 was the level cap.
