I agree. Supervillains are part of what makes the whole genre great. The interesting thing about them is they want stuff, they have goals, whereas the heroes are often just reacting. The villain drives the story because they mess with the status quo while the heroes are trying to maintain the status quo.
Also, I agree that there is nothing duller than the standard evil businessman/evil gov't agent as the foil for a superhero. I think this is an attempt to make the stories more "realistic".
