Technically, the Starlights were always female. They just pretended to be male becauyse they figured that the best way to get the attemtion of the princess, aside from using their music, would be to pose as cute guys DIC could probably have found some weird way to explain that away, as well, but the show went off the air due to low ratings. It certainly didn't help that they usually aired it when their target audience was asleep or at school, eiither. :-/

Also, the actual creator of Sailor Moon is a woman named Takeuchi Naoko, or Naoko Takeuchi to we Westerners. Since she had already signed over the rights to Japanese buyers long before the original series was produced, she never technically had any control over what the Western audiences would see.
