So if "HB" shot rockets from a mobile position, lets say in a heavy populated area, not "amongst schools and Mosques," and quickly vacates the area, then it seems perfectly reasonable for Israel to drop cluster munitions and 500 pounds of ordinance (not "the same thing" as kaytushas)on a civilian population.
