Player mods have no extra privileges besides being heard more easily by Jagex. No, they cannot ban you either. It still must go through Jagex first. You cannot get in trouble or get banned for killing a player mod. I am unsure about Jagex mods, but I would think not, as it would be their fault for being in the wilderness, though I don't think you'd ever find one there anyway.
