And why is it when he told Ernie about his car the first few times he makes car sounds and the last part he says "...to call the garage to fix my car."?

I think I actually remember this one, and I don't usually have memories of the muppet sketches. Simon the Soundman (was that his name?) also appeared on one of my childhood Sesame Street LPs. He pops up on "Ernie's Hits" in the sketch entitled "The Man Who Needs Help."
