Yes I'm sure. In original super mario bros. you can make them go left by striking the bottom right. Lost levels, from what little I played of them, convinced me it may be random because they go both directions in that game.

First of all, he's coming to the rescue of a bunch of mushroom people besieged by royalist King Bowser minions, a clear metaphor of the overthrow of monarchy and how in any case (Peach or Bowser) the monarchy is either a limp wristed failure or a despotic tyranny. Mario parades around sacking the monarchs castles and raising his own flag, which is a red star. The clear resemblance to Stalin can't be ignored either.

The Mushroom Kingdom does have a parliament, a chief advisor (Toadsworth), and a Chancellor. However, they are ceremonial and have no power at all. The Parliament is called the "Mushroom Retainers", and they're the Toads you save in the original game. The Chancellor was in Super Mario RPG, but he's just a ceremonial "leader" of the Mushroom Retainers.

Toadsworth is the principle advisor, and when the Princess is kidnapped, HE is the one that takes over as a Regent.
