Well, to put it plain and simple that car was made from several engineers and more importantly the sponsors. The driver has very little input in terms of look, design, and engine modifications. When it comes to personal preferences like suspension settings and gear shift points then yea. But mainly these cars aren't street legal and of course having a car like this on the road isn't a good idea for several reasons, it's damages the engine, sponsors wouldn't allow it, emission restrictions, etc.
