If that was really 27 GHz, the CPU would be as hot as the surface of the sun (or close to it). you wouldn't be putting your face by it, that is for sure. Pentium 4 can't go past 5 GHz as far as I know, and that is with using liquid nitrogen to keep it from literally melting.
