That's not him laughing, it's a soundtrack. However, you shouldn't get a bird just because you want them to talk. Let them be themselves, some talk, some don't, they have personalities just like us.
Birds repeat what they find interesting, not necessarily just what they hear. If you speak with emotion when you talk to your bird and they are most likely to pick up on that (this is why some birds learn to swear!) Saying "polly wanna cracker" a hundred times can bore a bird to tears.

Normally about 60 or so, he should have lived another 25+ years, but he had seizures and woke me up at 5 am that morning to say goodbye, he suffered another major seizure. I held him as he took his final breath.
That's not the sound that Umbrellas make when they move their mouthes like that. He's making a clicking sound. Besides, umbrellas dont' have that voice quality.
