I think he chose to sound Dylanesque here because Dylan was very much a part of his growing up musically, and had a huge impact on the way he wrote his songs, including this one, up through his first two albums.
Its called the ageing process. His voice can't possibly be as clear and precise as it was 20 years ago. Listen to any rock singer that is still singing now after 20 30 years. Check out Leds' reunion last year and listen to the differnt key that Jimmy opens stairway with,Why because Robert would struggle to sing the way he did 20 years ago. To suggest that Bruce sat down 15 years ago and decided to imitate Dylan is ludicrous

Dylan was clearly always a big influence, but there came a point in the early 90's when Bruce must have decided to make a very distinctive change in his singing. since then, nearly everything he performs is done with this ridiculous Dylan rip-off voice. It's nuts, but it's true.
This is the so called "other band" tour that toured behind "human touch" and "lucky town." This performace was from MTV unplugged in '92. I strongly disagree with you on the Seeger tour, but to each his own...

personally i prefer the born to run, darkness, river, and born in the usa singing style better then this sort of country twang bruce uses now

I believe this video is from the ghost of tom joad tour of the early 90's.
I may be wrong, but that's when I think it was.
