To me it seems as part of the interior ambient music you can purchase from the Mathom vendor inside Mathom Society House...I have this music inside my house, it comes with Tom Bombadil's theme I think, and you can hear it at Bag End as a medley with 'Silent Hope', too, if I remember it correctly.

@LaivineNinniach I also don't know where it plays in the game, because I didn't rocord this in game- I extracted lotro sound dat file and there I found it

@Garthorium I used NovaExctractor- it works with LOTRO, but now, after Isengard release, program can't read many files- I suppose all of those many files are from new expansion. But I wanted more and found many new good tracks- so I will add this as sooon as possible.
