An Electric Exhaust Cutout is something you mount on to the end of your muffler towards the headers. it had a flap that opens and close (cuts and closes) what it does it cuts of the exhaust going to the end of your muffler and opens it at the spot you have it and makes it sounds like you have no muffler but you do :) personally i use mine when cops are around i just close it when they are beside me at a light and open it when im good.
