The answer for America to solving our responsibility for Climate Change is not "Cap and Trade". But coming up with an Energy Policy that moves us towards Energy Independence. That promotes our clean Energy Resources. Like Clean Coal, Wind, Solar, Ethanol, Natural Gas. And gets us off of Foreign Oil.
Why does it say 20% on 1990 levels? I was expecting this but the press coverage suggests that it is 20% on 2005 levels....what is the difference between these anyway, is this backsliding or toughening up?
